Uttar Pradesh Film Policy 2023: Strategic Incentives to Foster Film Production and Local Talent

Uttar Pradesh has emerged as a significant hub for the film industry in India, supported by various policies and schemes designed to attract filmmakers and promote local talent. The government of Uttar Pradesh, through Invest UP, has implemented several initiatives to enhance the state's appeal as a filming destination, provide financial support, and foster the growth of the film sector.

Key Objectives of Film Policies:

The primary objectives of the film policies in Uttar Pradesh include:

Establishing Uttar Pradesh as a preferred destination for film production.
Showcasing the state's rich heritage and culture to attract tourism.
Encouraging investment in the film industry.
Creating employment opportunities within the state.

Major Policies and Incentives:

Uttar Pradesh Film Policy 2018:
- Subsidy for Films: A subsidy of up to INR 1 crore is available for films that shoot at least half of their scenes in Uttar Pradesh. This increases to INR 2 crore for films shooting two-thirds of their scenes in the state.
- Incentives for Local Talent: Additional subsidies are provided for casting local artists, with amounts varying based on the number of local actors involved.
- SGST Reimbursement: A 100% reimbursement of State Goods and Services Tax (SGST) is offered to multiplex and cinema hall owners.
Uttar Pradesh Film Policy 2023:
- Increased Subsidy Rates: The policy offers a 50% subsidy on production costs for regional films (Awadhi, Braj, Bundeli, Bhojpuri) and up to 25% for Hindi films.
- Support for Local Artists: Grants are provided for engaging local talent, including actors, singers, and technicians.
- Infrastructure Development: The policy encourages setting up film training institutes with capital subsidies available for investments.
Film Development Fund: This fund is designed to provide financial assistance for various aspects of film production, including scholarships for students pursuing careers in film and media.

Infrastructure Support:

Uttar Pradesh is actively developing its film infrastructure:

Film City Projects: A major film city is being established along the Yamuna Expressway, which will serve as a central hub for film production activities in the state.
Film Training Institutes: Plans are underway to set up institutes in Varanasi and Gautam Budh Nagar to provide education and training in filmmaking.

Promoting Local Cinema:

The government aims to promote regional cinema that reflects local culture and languages. With a growing market for content-driven films, Uttar Pradesh is positioning itself as an attractive destination for filmmakers looking to produce small-budget films emphasizing local narratives.
