Streamlining Growth and Efficiency in Uttar Pradesh's Logistics Sector

Uttar Pradesh has recognized the critical role of warehousing and logistics in enhancing economic growth and facilitating trade. The state has implemented several policies and schemes aimed at creating a robust logistics ecosystem, primarily through the UP Warehousing and Logistics Policy 2022. This policy serves as a comprehensive framework designed to attract investment, improve infrastructure, and enhance operational efficiency within the logistics sector.

The UP Warehousing and Logistics Policy 2022 aims to develop an integrated logistics ecosystem that connects various modes of transport, thereby reducing logistics costs and time. The vision is to provide a business-friendly environment that enhances competitiveness and operational efficiency for businesses operating within the state.

Key Objectives:

The policy outlines several objectives to achieve its vision:

Robust Infrastructure Development: Establishing a strong transportation network that promotes inter-modal connectivity for better access to economic hubs.
Upgrading Existing Facilities: Enhancing the current warehousing and logistics infrastructure to stimulate economic activity and create employment opportunities.
Integrated Development of Services: Promoting a cohesive approach to logistics services to lower costs and improve efficiency.
Effective Governance: Creating a governance framework for effective administration and planning within the logistics sector.
Attracting Private Investment: Encouraging private sector participation in establishing logistics facilities with integrated supply chain linkages.
Workforce Development: Focusing on upskilling the workforce to meet industry demands while promoting smart logistics practices through technology adoption.

Incentive Schemes:

To facilitate the growth of warehousing and logistics, the policy provides various incentives:

Front-end Subsidies: These include exemptions or concessions available before the commencement of commercial operations, aimed at encouraging early investment in storage facilities, logistics parks, dry ports, and cargo terminals.
Back-end Subsidies: Offered post-completion of projects, these incentives support companies after they begin operations.
Quality Certification Reimbursement: The policy allows for reimbursement of up to 50% of quality certification costs for new units, capped at INR 1.5 lakhs per year.
Transport Vehicle Incentives: Investors can receive exemptions on vehicle registration fees and road tax when purchasing a fleet of vehicles for logistics operations.

Implementation Mechanism:

The implementation of the UP Warehousing and Logistics Policy is overseen by the Uttar Pradesh State Industrial Development Authority (UPSIDA) through an Online Incentive Management System (OIMS). Additionally, a single-window clearance system known as Nivesh Mitra has been established to streamline approvals necessary for setting up and operating industries in the state.

Operational Flexibility:

The policy allows warehouses to operate 24/7, promoting greater flexibility in logistics operations. It also encourages female employment by permitting women to work night shifts under safe conditions as prescribed by relevant labour regulations.

The UP Warehousing and Logistics Policy 2022 represents a significant step towards establishing Uttar Pradesh as a key player in India's logistics landscape. By focusing on infrastructure development, offering substantial incentives, and fostering an environment conducive to private investment, the state aims to create a sustainable and efficient logistics ecosystem that meets both current demands and future growth prospects. This comprehensive approach not only enhances operational efficiencies but also positions Uttar Pradesh as an attractive destination for warehousing and logistics investments.
