Uttar Pradesh is actively pursuing renewable energy development, particularly through its Solar Energy Policy 2022. This policy is designed to meet the state's ambitious target of generating 22,000 MW of solar power by 2026-27. The following outlines the key aspects of this policy and associated schemes aimed at promoting renewable energy in the state.

Key Objectives of the Solar Energy Policy 2022:

  1. Targeted Capacity Expansion: The policy aims to generate 14,000 MW from utility-scale solar parks, 4,500 MW from residential rooftop installations, 1,500 MW from non-residential rooftop setups, and 2,000 MW through distributed generation initiatives under the PM-KUSUM scheme.
  2. Development of Solar Parks: The establishment of solar parks is a crucial element, particularly in regions like Bundelkhand. These parks will facilitate the evacuation of power and enhance private investment in solar energy projects.
  3. Incentives for Private Sector Participation:
    • The government offers 100% exemption on stamp duty for land used in solar projects and a 10% exemption on electricity duty for solar power units.
    • Government land will be leased to private entities at a nominal rate for setting up solar power plants.

Financial Support and Subsidies

  1. Subsidies for Rooftop Solar Installations: The policy provides attractive subsidies of up to ₹15,000 per kW, with a maximum limit of ₹30,000 per consumer, to encourage residential solar installations.
  2. Support for Utility-Scale Projects: For solar projects that include battery storage systems (minimum capacity of 5 MW), a subsidy of ₹2.5 crore per MW is available to address intermittency issues associated with solar energy.
  3. Central Financial Assistance under PM-KUSUM: : This scheme offers substantial subsidies for farmers installing solar pumps and grid-connected systems, with additional benefits for specific marginalized groups.

Capacity Building and Employment Generation

  1. Training Programs for Youth: The state plans to train 30,000 youths as 'Surya Mitra' over five years through UPNEDA training centers. This initiative aims to create a skilled workforce capable of supporting solar project implementation and maintenance.
  2. Awareness Campaigns : To promote understanding and adoption of solar technologies among citizens and businesses, awareness programs are being initiated throughout the state.

Environmental Considerations:

The policy includes provisions to exempt solar plants from obtaining environmental clearances and pollution control approvals, thereby streamlining the project development process.

Model Solar Cities::

The state government has identified Ayodhya as a model solar city, with plans to develop additional cities as solar hubs. Each city is expected to meet at least 10% of its conventional energy demand through locally installed solar power plants.
